And through discussing guaranteed purchase price and float rate for waste tires and lead-acid batteries to properly stabilized the fund and recovery system. 2. Surveys and collection of information and data in the past 10 years for waste tires and lead-acid batteries, to analyze and estimate future trends. And Analysis pre-treatment costs of waste tires and lead-acid batteries to assess the possibility of adjusting recycling fee rate. For promoting the high-value application, formulate strategy, graded subsidy, and the relevant accompanying measures of cross-industry alliance, etc. Moreover, make a circular economy energy resources platform to gather information to provide for industry and the public. 3. Analysis of basic data and recycling and treatment capacity of waste tire and lead-acid batteries, and through the dashboard to sorting out the data and information. In order to effectively manage the recycling storage and disposal market, and meets the current situation, we propose amendments to the recycling and disposal methods and facilities standards for waste tires and lead-acid batteries. Investigate and gather information for unregistered responsible enterprise to EPA to telephone or letter counseling expect to increase the number of responsible enterprise companies.
